Since 1996, 47.9% (www.electproject.org) of eligible U.S. voters have participated in presidential and mid-term elections. That is an abysmally low number. We know that voter suppression and the violation of civil rights is a problem historically in the U.S.<br />
<br />
Still, there are other factors at work here. Why do young people of all classes in US society, avoid participation in voting?<br />
<br />
Why aren't voters under the age of 25 turning out in droves to participate in the electoral process?<br />
<br />
There is an x-factor at work here. It has everything to do with how children are educated in the U.S.<br />
<br />
What does that say about state and federal legislators capacity to implement legislation that promote the most important part of being a U.S. citizen?<br />
<br />
It says that legislators do not listen to educators who understand the affects of standardized testing are not benign to the well-being of children or to society.<br />
<br />
What does 16,000 hours of test-centric behavior modification do to a child during their formative years with respect to developing an outlook and attitude for participation in the social arrangement we call democracy?<br />
<br />
Robert F. Kennedy once said, "The youth of our nation are the clearest mirror of our performance."<br />
<br />
What does that mirror reflect when looking at the way K-12 education prepares children for participation in democratic society?<br />

Does your administrator wield banal slogans like, "All children can learn," or "We will do what's best for children," while pushing a narrow curriculum driven by Pavlovian behaviorism in order to extract standardized test scores?<br />

Curriculum is a mind altering instrument. You can reinforce and affect children's reactions to participate in high stakes tests with a narrow curriculum structured around radical behaviorism but you will have a difficult time affecting their capacity to think for themselves.<br />
<br />
When explaining away low voter-participation rates in states like <a href="http://www.nytimes.com/2014/11/12/opinion/the-worst-voter-turnout-in-72-years.html">Indiana</a> where there is opportunity for early voting, simply stating we make it harder for young people to participate in the electoral process doesn't fly. Young people are apathetic about participation in democracy. Why?<br />
<br />
You can't prepare young citizens for participation in democratic society in which they are fundamentally outside the decision making processes central to learning experiences they are compelled to participate in. Traditional public education in the U.S. is primarily an exercise in authoritarianism driven by an instructional psychology oriented around radical behaviorism.<br />
<br />
Let's be honest here. Parents should ask their school administrators what kind of instructional psychology is used most frequently within their school.<br />
<br />
What conception of the human mind can your school administrator provide you with? Does your administrator wield banal slogans like, "All children can learn," or "We will do what's best for children," while pushing a narrow curriculum driven by radical behaviorism in order to extract data-driven standardized test scores from children? If that is the case, I question that administrator's ability to understand there is a difference between high stakes test training and learning experience that is democratic and consensual.<br />

I was at the Indiana State Capital today discussing the detrimental affects of taking wages away from the majority of teachers in order to pay to a select few a higher salary.<br />
<br />
IN House Bill 1004 directs school superintendents to do exactly that.<br />
<br />
Collegiality, partnerships and morale will be compromised when administrators unilaterally offer higher salaries to a select few. Where will this additional compensation come from?<br />
<br />
The pockets of the rest of the teaching staff.<br />
<br />
HB 1004 will destabilize teacher morale and pit teacher against teacher.<br />
<br />
While I was waiting to talk to a legislator today, I overheard Kokomo Representative Michael Karickhoff, a supporter of the bill, tell three of his constituents how good HB1004 would be.<br />
<br />
Karickhoff reasoned, <span style="font-size: large;">"HB1004 will give superintendents the flexibility to hire teachers that are hard to find, for example a chemistry teacher. After all, some teachers are more valuable than others."</span><br />
<br />
This kind of thinking by Republicans at the Indiana General Assembly typifies a mindset that teachers are a dime a dozen.<br />
<br />
Karickhoff and his cohorts think a high school chemistry teacher is more valuable than a 3rd grade classroom teacher? A kindergarten teacher? A 5th grade teacher? A music teacher? An middle school English teacher? Any teacher?<br />
<br />
Here is the deal. Children are not constructed in homogeneous cohorts. Children are not blank slates.<br />
All teachers contribute mightily to the intellectual development of the community of learners that exist within school settings. To compensate a few at the expense of all is immoral. <br />
<br />
Professional educators see this policy initiative as a slap in the face.<br />
Prospective teacher candidates will stay away in droves from the profession further exacerbating the teacher shortage.<br />

Two bills introduced in committee this week at the Indiana State General Assembly are meant to undo the will of voters. <br />

Jeff Thompson and SB1, authored by Senator Travis Holdman, are <a href="http://icpe2011.com/At_the_Statehouse.html">all about transferring authority</a> of the Indiana Department of Education to the politically appointed body of the Indiana State Board of Education. These bills are about stripping away an elected officials duties and giving them to political appointees. Remember the Center for Education and Career Innovation?<br />

Governor Pence has pledged 5 million dollars to create a new shadow agency through the State Board of Education to do the work of Superintendent Ritz's agency. We do not need more bureaucracy nor do we need taxpayer dollars spent on school oversight functions the Department of Education is already doing at no cost to Indiana Taxpayers.<br />

According to the National Institute of Mental Health, twenty percent of children <a href="http://www.nimh.nih.gov/health/statistics/prevalence/any-disorder-among-children.shtml">(actually 21%)</a> have a mental illness of one sort or another. 20% is a big number! Illnesses like post traumatic stress syndrome, panic disorder, generalized anxiety disorder, depression, bi-polar disorder and schizophrenia are serious conditions that cause functional impairments and cognitive deficits.<br />
<br />
Question: Is it morally acceptable to push children through curricula and assessments centered around data driven instruction and high stakes standardized tests?<br />
<br />
I sat through a discussion yesterday at the Indianapolis Marion County public library on <a href="http://www.imcpl.org/readytoread/?p=7941">standardized testing.</a><br />
<br />
Derek Redelman, one of the discussion participants and a pusher of high stakes standardized testing for the Indianapolis Chamber of Commerce had nothing to say on this issue.<br />
<br />
To her credit Dr. Dena Cushenberry Superintendent of Warren Twp. Schools, mentioned we have to be "concerned"and "mindful" but insisted that students would make their parents happy with good test scores.<br />
<br />
I had a discussion with Dr. Cushenberry later in the lobby about emergent curriculum as a way of giving children a voice in non-consensual learning experiences that now amount to test prep and she had no idea what I was talking about.<br />

learning, have been in existence since Socrates, Plato and Aristotle spoke and

organic entities, uniquely constructed with innate capacities and

stakes standardized assessments, whereby tying teachers hands to provide

supported through your policies, are the work of B.F. Skinner and Ivan Pavlov.

intensification of high stakes standardized tests put upon

behavioral analysis. How many selected response questions can a child correctly
answer? The outcome of this number has immense consequences. Thus, the ISBOE
has ensured that schools, administrators and teachers will structure
curriculum and learning experience around tests. Children are operantly
conditioned to answer selected response tests utilizing rewards and punishments.
If children do not answer enough questions correctly, schools, principals and
teachers will be punished. These are behaviorist learning principals. This is
operant conditioning.<o:p></o:p></span></div>

self-serving intellectual assault, increasingly condemned by teachers who see
it's warped product,...In a society that reveres the speed with which a product
can be extruded from the system, that has become impatient with the essential
process of childhood, that measures children's mental growth like steak on a
butchers scales, and that deifies test scores instead of taking the time to
respect developmental needs, EVERY CHILD IS POTENTIALLY IN JEOPARDY."</span><span style="font-family: Courier; mso-bidi-font-family: "Courier New";"> <o:p></o:p></span></span></div>

million Hoosiers who voted for Glenda Ritz, voted for her so the policy morass
she inherited from Tony Bennett would be corrected. We witnessed during the
Bennett-Daniels era, the narrowing of children's learning experiences,
defunding of public schools, humiliation of children and communities, and
degradation of educators based on their policies.<o:p></o:p></span></div>

Chair of the ISBOE is a pattern of unwillingness by it's members to work with
her and unnecessary initiatives and shadow agencies created by Governor Pence
at tax payer expense that I can only describe as suspect. <o:p></o:p></span></div>

If we could paint a picture of the travesty taking place in American Public Education today, it might look like the above picture. It is Spring Time in America and high stakes standardized tests are on the school menu for millions of American children. There are many reasons to revolt against these tests. The most heinous fact is these tests dictate learning experience. In the long term, children learn nothing more than to be compliant, worker bees.<br />

Think of it. Children are biologically hard wired to be active, playful, imaginative, inquisitive learners.<br />
However due to high stakes testing in thousands of schools across the U.S., children are forced to sit at their seats for 6 hours a day and mimic the work of desk clerks. Children have no voice in the learning experiences they engage in and are forced to participate in data-driven radical behaviorist learning activities, which they are told, will prepare them for careers and college. This factory model of education has nothing to do with learning. It has everything to do with controlling the minds of future citizens.<br />
<br />

CCSS version of standardized education with lots of rigor and fidelity as a
cure-all for what ails American public education is a <a href="http://www.washingtonpost.com/blogs/answer-sheet/wp/2014/01/18/everything-you-need-to-know-about-common-core-ravitch/">charade!</a> More
and better standardized educational experience (rigor) that will be controlled
and measured with high stakes standardized test scores (fidelity)? Really?
Standardized educational experience and in particular, <a href="http://dianeravitch.net/2014/01/21/david-berliner-invites-you-to-try-a-thought-experiment/">CCSS will do nothing </a>to
improve children's learning experiences in American classrooms. The elements
for improving educational experience for all American children are still not in
place: Personal time and attention from teachers through smaller class sizes,
stable home lives, reduction of food insecurity, regular experiences in fine
arts education and opportunities for student's self determination of
educational experience. These factors are critical for improving American
education, but alas...what children got instead after the Wall Street Crash of
2007-2008? More standardized testing. The idea that you can improve children's
educational experiences by ignoring their physiological and psycho-emotional
needs and imposing authoritarian, no excuses, get tough policies on them and
their teachers is anathema to improving the human condition and human
potential. What you will end up with is a mono-culture that perpetuates the
standardization of the human mind. What children will learn is that the CCSS
are nothing more than more of the same old, same old non-consensual learning
experience driven by radical behaviorism. Children will remain outside the decision

imprint onto the minds of children a narrow, select curriculum valued by the

Top and the proposed Common Core State Standards that will be accompanied with high stakes standardized tests, promotes such a narrowed curriculum. Children will
be forced to comply with non-consensual learning experiences and an
intensification of high stakes standardized testing. Teachers whose jobs are dependent upon their students test scores will be forced to teach to the
test and will have little opportunity to engage children in creative or multi-sensory
learning experience because the they will need to prepare children for the tests and cover material children will be tested on. RttT and CCSS ensures children are left outside the
decision making processes central to the learning activities they engage in. This is problematic and thousands of teachers have been telling you it is problematic but you keep ignoring them.</span></div>

understand in order to promote the healthy mental and physical well being of
children, learning should be a joyful adventure and the acquisition of

conditions, every child has a unique cognitive structure. I have yet to meet a
class of children who are homogeneously constructed. One size does not fit all
and the whole is greater than the sum of it's parts. Learning, fragmented

business about educational rigor and grit is a joke. Rigor is a buzz word for
radical behaviorism where children have no voice in curriculum decision making. As if the folks mandating radical behaviorism are going to
"stick it" to spoiled children who come from "white suburban moms."
Rigor for those folks who have not had experience practicing child centered education, is a boot strapping capacity developed "with" children, and anytime the experience is non-consensual, one risks disengaging children. Rigor is cultivated from the inside out and developed by engaging children in educational experiences through their interests and passions. What RttT proposes is an approach to rigor force fed from the top down by
an authoritarian state. Since when have we become enamored with top down
authoritarianism? Are we emulating the Chinese when it comes to educating our

Children's minds are organic entities yet your mandates for high stakes testing
insure they will not have a voice in the learning activities they will be

Coleman, a literary scholar and corporate edu-entreprenuer with no background
in child development or classroom teaching experience, disdains emotional
connectivity to children’s learning. In a 2011 presentation to N.Y. Dept. of
Education officials, he made the statement, “People don’t give a ‘sheet’ what
you (students) feel or what you think (<a href="http://www.schoolsmatter.info/2012/04/david-colemans-global-revenge-and.html)"><span style="color: #1652ca;">http://usny.nysed.gov/rttt/resources/bringing-the-common-core-to-life.html)</span></a>,”
describing his rationale for the de-emphasis of personal expression in the development
of language skills in the new Common Core. This statement provides insight
into Coleman’s view of children, teaching and learning. He infers that a steady
stream of non-consensual, depersonalized text oriented seat work is the remedy

biologically hard wired for multi-sensory learning experience. The idea that children’s passion’s for learning S.T.E.M. subjects is going to
be stimulated, while structuring learning experience around text laden
standardized test prep is not conducive to developing creativity or innovative
thinkers. Coleman’s anesthetic, layman's view of learning is simplistic at best where a
static cacophony of text based content can be plugged into children’s brains
without the learners consent with the expectation that long term memory

marginalization of teacher, student and community voices in the determination
of educational processes central to the activities that take place in our
schools. Where is democracy at work in our educational system? Whose voices

improve is the ability of high stakes test publishers and their corporate
counterparts throughout the country to see how well children are able to take
timed, stress inducing tests. Parents and children are duped by a steady flow
of misinformation and propaganda from a U.S. corporate mass media industry
intent on duping the general public that high stakes testing and the narrowed
non consensual educational experience which accompanies it is a good thing.
Under your presidency, we have seen American Public Education undergo a crisis
of funding and a crisis of leadership and a crisis of morale. U.S. public
education is best left to the parents and citizens who inhabit the myriad of
public school districts across the country and to the expert professional

I make the argument that compelling 25-35 children to sit still in cramped desks in an 800 sq. ft room and forcing children to participate in non-consensual selected response assessments psychologically structured through radical behaviorism borders on the criminal. After a hundred years of empirical research in cognitive science, it should be quite obvious to any and all education policy makers that learning experience and cultures of learning will affect or negate intellectual growth based on the genetic endowment of an individual. Apparently Arne Duncan doesn't understand metaphor. Apparently I am whacky because I have been using robots as a metaphor to explain a state mandated educational process, radical behaviorism, that is off the wall. Radical behaviorism is a mechanized event that views learning as a simple process as inputs = outputs. Proponents of radical behaviorism view the mind as a blank slate. Radical behaviorism is so pervasive in American schools it has become our de-facto national pedagogy. Radical behaviorism is an educational process used to train and control animals. One uses operant conditioning techniques to shape behavior. Rewards or punishments are used to motivate learners. So if you are a student who can't pass the test, you get a bad score, and you might have to repeat a grade or worse yet, <a href="http://www.fairtest.org/exit-exams-decrease-graduation-rates">not graduate.</a></div>
